Bei der dritten Sitzung der IRENA-Vorbereitungskommission in Abu Dhabi, am 17. Jänner 2010, einigten sich die 142 IRENA-Signatarstaaten auf Arbeitsprogramm und Budget für das Jahr 2010. Darin wird auch die Rolle des künftigen Wiener Liaison-Büros umschrieben:

"The IRENA Liaison Office in Vienna serves as the institutional link between IRENA and international organisations. This office will ensure communication with and facilitate the flow of relevant information and knowledge sharing between international and relevant regional and national organisations, UN Agencies and the relevant bodies of IRENA. It will establish a broader network for organisations working in renewable energy such as UN-Energy, the European Union and the IEA, as well as with relevant partnerships and NGOs and networks including REEEP and REN21. It will also support the development of a concept of a UN Year of renewables energy."
