Montenegro
Soft tourism is key for Montenegro’s economic development. The country defines itself as an ecological state in its own constitution and its scenic variety affords enormous touristic potential. This is where Austrian Development Cooperation (ADC) intervenes to support the republic in developing touristic infrastructure, in regional development and in preserving the environment. Geographically, ADC concentrates on the northeast of the country.
Rule of law and democracy
Montenegro’s multi-ethnic population is pinning one of its major hopes on convergence with the European Community and the ensuing start of accession negotiations with the EU. After independence from Serbia (2006), the republic had to set about building a democratic political culture and institutionalising the rule of law, which is why ADC is engaged in strengthening the relevant institutions.
Chances for the future
Developing higher education and vocational training improves opportunities for youth. Austrian Development Cooperation therefore concentrates its efforts on vocational schools and the University of Montenegro: For more than ten years, ADC has been supporting curricular reforms and infrastructure projects and assisting faculties with microprojects. Through specific practical measures in vocational training, young employees are better prepared for the labour market.
Towards a modern society
ADC has been engaged in Montenegro since 1998 and assists the Balkan country in developing its economy and modernising its society. After a coordination office was opened in 2005, cooperation has been stepped up with Montenegro in the various sectors.
Montenegro has shown great successes in the process of democratisation, economic change and the approximation to the EU. The country is benefiting from the EU's support given through pre-accession assistance.
Therefore Austrian Development Cooperation is customizing its aid instruments accordingly and the closing of the coordination office in 2010 is the first step of the gradual retreat from Montenegro until 2012. A coordinated completion of current programmes and projects will of course be ensured. The cooperation in terms of business partnerships and cooperation with non-governmental organisations will continue.
