In the Tripoli Declaration on Peace and Security in Africa (August 2009), African Heads of State and Government for the first time recognized that their objective to "free the continent from the scourge of conflict" is also an "intellectual challenge". In response to this, the Institute of Peace and Security Studies (IPSS) of the Addis Ababa University has been designated by the African Union to work as its think tank in the field of peace and security, making it a program of the African Union.

The Institute of Peace and Security Studies will enable through this project institutions involved in the African Peace and Security Architecture (APSA) to prepare more effective policies and programs and undertake applied research in the area of peace and security. The project will in particular strengthen the capacity of African Union representatives, Regional Organisations and civil society in the prevention, resolution and management of conflicts.

As a first result, ten African senior professionals of AU Member States and Civil Society (selection is based on a competitive application procedure) will together with representatives of the AU and Regional Economic Communities participate in the one-year executive master's course in "Managing Peace and Security in Africa" in order to strengthen these institutions by substantially building the capacity of their staff. The master's course provides participants with a thorough and broad understanding of peace and security in Africa, a common conceptual foundation and 'language', as well as with a common mindset on institutional and policy issues.

As a second result, the project will support a coordination cell at the IPSS in order to establish a network of research institutions and experts across Africa that are ready to provide advice and professional services to the African Union.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
