Short Description:

Overall goal


The Africa-EU Renewable Energy Cooperation Programme (RECP) aims to substantially

accelerate the use of renewable resources in Africa and increase access to energy services. Action Area 4: Technology, Innovation, and Capacity Development will focus on two

aspects: a policy and planning exercise and analysis in order to conceptually further

develop this Action Area and thereby guide activities on renewable energy research, innovation,

and education in Africa. The second aspect is the provision of support to vocational training

and higher education. Based on a capacity needs assessment for these activities, activities on

vocational training and higher education will be initiated by partner demand but will notably

rest on the prime principle of the RECP: complementing already existing donor initiatives (such

as the Environment and Energy Partnership (EEP) supported by the governments of Finland,

Austria, and UK). Activities will be implemented through the EUEI PDF (supervised by its

Governing Board members). Activities will vary according to technology field and institution. They comprise for example

train-the-trainers concepts, curriculum development, as well as exchanges of lecturers and

students. Activities will build on existing partner structures and existing partner strategies such

as PRSPs or specific strategies for the education or energy sector and complement these.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
