Overall goal


Die Evaluierung der Projekte 1708-00/2002 (Kisoro Town Water Supply and Sanitation) und 1594-diverse (Kitgum Town Water Supply and Sanitation) wird die österreichische Unterstützung im ugandischen Wassersektor an Hand zweier prominenter Projekte aus externer Sicht beurteilen.


Die von Österreich unterstützten Interventionen in Kisoro im Südwesten Ugandas gehen auf das Jahr 1999 zurück und drehen sich um Infrastruktur und begleitende Massnahmen sowohl im Bereich Wasserversorgung als auch Siedlungshygiene (z.B. Einführung des EcoSan-Konzeptes)


In Kitgum (N-Uganda) wurde in 4 Implementierungsphasen die Wasserversorgung für die Stadt, die wegen der vielen durch den LRA-Konflikt aus den ländlichen Gebieten Vertriebenen überfüllt war, verbessert. Auch hier gab es eine Siedlungshygiene-Komponente (EcoSan).


Die Evaluatoren werden

1) eine Ex-post-Beurteilung der zwei Projekte abgeben, und

2) Erkenntnisse präsentieren, die für v.a. von Österreich finanzierte heutige Interventionen im W&S-Sektor relevant sind

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
