Overall goal

The Learning Network on Capacity Development (LenCD) is an informal network of analysts and practitioners aimed at creating a global community of practice around capacity development. Its objectives are to facilitate the sharing of lessons and distill quality criteria for good practice; promote research, share experiences, monitor outcomes and carry out other empirical work; foster country-level, regional and international dialogue and collaboration; promote the mainstreaming of capacity development issues into agency operations; and act as a key partner to advance the OECD/DAC's capacity development agenda. LenCD is currently coordinated by the UNDP.

The Austrian Development Agency supports the LenCD initiative in the context of the ongoing support to the Training 4 Development (Train4Dev). Train4Dev is an open forum Joint Donors' Competence Development Network, with a number of sub-groups (like PFM) established to promote donor coordination in training.

In 2010, the ADA co-finances the development of a CD learning package which equips practitioners with the knowledge, skills, attitudes and techniques needed to become effective supporters of capacity development. This learning material should be used for Joint Learning Events of donors and partners within the framework of Train4Dev.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
