Weibliche Genitalbeschneidung ist in allen Ländern am Horn von Afrika gang und gäbe. Die italienische NGO "No Peace Without Justice" organisiert gemeinsam mit dem Gesundheitsministerium von Djibouti eine regionale Konferenz zum Thema, wobei vor allem die religiösen Würdenträger zu Wort kommen sollen. Ziel der Konferenz ist ein Konsens der Vertreter des Islam der teilnehmenden Länder (Djibouti, Somaliland, Somalia, Eritrea, Äthiopien) über die Abkehr von der Praxis der weiblichen Genitalbeschneidung.

Der Vertragspartner KMG ist eine lokale äthiopische NGO, die sich in mehreren Distrikten der südlichen Region bereits große Verdienste in der Bekämpfung der weiblichen Genitalbeschneidung und anderer gesundheitsgefährdender traditioneller Praktiken erworben hat. Das Projekt deckt die Kosten der Teilnahme von maximal fünf äthiopischen Partizipanten an der Konferenz ab (die Direktorin von KMG, ein weiterer Mitarbeiter der Organisation, sowie 3 Vertreter des äthiopischen "Supreme Islamic Council"). Besonderer Wert wird auf die Teilnahme einflussreicher Männer gelegt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
