Projektziel


The programme's aim is that physically disabled people in Iraq have access to quality physical rehabilitation services.


Erwartete Ergebnisse


It is expected that up to 37,000 physically disabled people, including about 800 IDPs and refugees, in the target regions (Baghdad, Basra, Erbil, Najaf, Nassiriyah, Kerbala, Kirkuk) are enabled to obtain appropriate services for improving their mobility and to foster their social inclusion.


Zielgruppe


The ICRC supports 8 physical rehabilitation centres of the Ministry of Health, one of the Ministry of Defense, as well as support to the Ministry of Higher Education in training and has its own Physical Rehabilitation Centre in Erbil. In total the ICRC targets up to 37,000 physically disabled people. With the Austrian contribution up to 2,686 physically disabled persons, including about 58 IDPs and refugees, can be assisted.


Maßnahmen


The main activities are physical rehabilitation activities:

* continuing to manage 1 physical rehabilitation centre in Erbil and providing up to 8 other centres with on-site support and materials/equipment, while encouraging the authorities to assume more managerial/financial responsibility for the State-run centres

* covering the treatment-related expenses of particularly vulnerable patients, including detainees, with up to 1,250 receiving support for their transport costs and 1,200 for their lodging; providing up to 4,800 meals for these patients

* helping instructors/students at physical-rehabilitation schools and professionals in the field to enhance their skills through workshops, train-the-trainer courses and scholarships abroad

* helping destitute physically disabled people to improve their living conditions

* facilitating the participation of people with disabilities in sports and other aspects of community life

* organizing awareness-raising events for the general public

Additionally ICRC encourages central/regional authorities to develop long-term strategies for ensuring the welfare of physically disabled people.


Hintergrundinformation


Characterized by intense clashes and constantly shifting front lines, the armed conflict between Iraqi forces and an array of armed groups continues, unfolding amid the lingering effects of past situations of violence and longstanding interethnic/sectarian tensions in Iraq and the wider region. The government maintains its campaign, involving popular mobilization units, against the Islamic State (IS) group. An international coalition supports the campaign, mainly through airstrikes and advice/training. Although Iraqi troops have regained key parts of the country, the IS group sustains efforts to fortify/expand its presence. As a result of the ongoing hostilities, some 3 million people have reportedly been displaced between January 2014 and June 2015; many have had to move repeatedly or been forced into protracted displacement. Tens of thousands have been wounded or killed. Budgetary and other constraints hamper the government’s capacities in addressing the consequences of the conflict. Over 240,000 Syrian refugees remain in the Iraqi Kurdistan region. The total required budget of this appeal are CHF 7,5 million (approx EUR 6,9 million).
