Technical Assistance to Support the Development of the joint ADC/SDC Regional Development Programme in Northern Albania
Austria and Switzerland have been supporting Albania in its development efforts for more than fifteen years. In the spirit of improved harmonization and cooperation among donors, it was decided to explore the possibilities to join efforts and design a joint programme in the field of regional development and decentralisation. In order to assess the feasibility of a joint Swiss/Austrian funded programme, a study was commissioned to a team of two international and two Albanian experts. The team was mainly expected to provide an overview on relevant strategies and challenges for regional development and assess its links with decentralisation, identify challenges and achievements with regard to EU integration, and identify potential and suggest elements for a future joint programme. Based on the findings and recommendations from the report (attached to the TOR) the ADC/SDC teams developed an overall and a specific programme objective as well as five expected results which will build the framework of the new joint ADC/SDC regional programme. Both development agencies are very much committed to participatory approaches in developing and designing a high quality programme and to promote ownership by the respective stakeholders involved in the programme. This new joint donors effort to apply a participatory programme based approach requires thorough preparation and consultation, in some cases as well as capacity building for participants in the programme design by familiarizing them with a programme based approach, quality programming standards (PCM, results based management, logical framework analysis etc.). As the future programme addresses issues which are politically sensitive, a series of consultation meetings also aims at ensuring the ownership of all stakeholders in the programme design.
