The Government of Uganda (GoU) has been developing a Sector Wide Approach to planning (SWAp) for the water and sanitation sector. A SWAp framework was adopted at the second joint GoU/Donor water and sanitation sector review in September 2002. Funding modalities, particularly the contributions made by development partners, need to be rationalised so as to ensure efficient planning, management and national ownership of the sector budget. In this context, a number of development partners have agreed to pool their resources under a single Partnership Fund as an interim arrangement - starting 2003 and lasting until 31.12.2007 - intended to pave the way for sector budget support. The Ugandan Water and Sanitation Sector Working Group has prepared and endorsed a concept paper in support of this arrangement. A Memorandum of Understanding that is based on the concept paper provides details of the funding and management arrangements for the Partnership Fund.The Austrian support goes into the building of operation&maintenance support structures for rural water and sanitation supply systems. The establishment of umbrella organisations constituted as network organisations of the local Water Supply and Sanitation Boards (WSSBs) of rural growth centres and individual institutions will be established and supported based on the experiences gained in the South Western Towns Water and Sanitation Programme. These umbrella organisations will provide training and organisational support to their member boards. At the same time, the umbrella organisations will support and supervise monitoring and reporting procedures and hereby provide services to administrative bodies (e.g., DWD/MLWE) and donors.
