Overall goal


KommEnt hat seit 1994 die Abwicklung der Förderung von Projekten der entwicklungspolitischen Informations-, Bildungs-, Kultur- und Öffentlichkeitsarbeit in Österreich im Auftrag des BMaA (bzw. in Folge der ADA) durchgeführt.


Mit 1.10.2005 werden diese bisher von KommEnt wahrgenommenen Agenden in die ADA integriert.

Die ADA entspricht damit ihrem gesetzlichen Auftrag zur operativen Umsetzung der Programme und Projekte der österreichischen Entwicklungs- und Ostzusammenarbeit. Diese Entscheidung bedeutet auch eine strategische Aufwertung dieses Arbeitsfeldes innerhalb der ADA-Strukturen. Den Antragstellenden steht in Zukunft mit der ADA ein einziger Ansprechpartner zur Verfügung, der sowohl für die Projektabwicklung als auch für Entscheidungsprozesse verantwortlich zeichnet.


Um einen geregelten Übergang sicherzustellen, gewährleistet KommEnt im Rahmen des vorliegenden Vertrages die geordnete Übergabe, betreut die laufenden Projekte bis Abschluss bzw. Übergabe (Projekte 1847, 1799, 2109), wickelt in Abstimmung mit der ADA die Einreichrunde Herbst 2005 (u.a. Mitwirkung bei der Vorbereitung einer Vergabesitzung für die Sub-Projekte 1847) ab und führt die Berichtsprüfung der Projekte 2005 durch.

Weiters erbringt KommEnt im Rahmen diese Vertrages Leistungen im Bereich Qualitätssicherung, Kommunikation und Dokumentation. Eine detaillierte Leistungsbeschreibung, Übergabeprotokoll und Zeitplan sind in den Beilagen zum ggstl. Vertrag festgehalten.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
