Overall goal


Ziel des vorliegenden Projektes ist die Förderung und Stärkung der Rechte und Interessen von Frauen und Mädchen im Kosovo, das durch Kapazitätsentwicklung von zivilgesellschaftlichen Frauenorganisationen und BeamtInnen auf Gemeinde- wie auf nationaler Ebene erreicht werden soll.

Projektbegünstigte sind 86 Mitgliedsorganisation des Kosovo Women‘s Network (KWN) und jene rund 3.636 Frauen, Mädchen und Kinder, die von deren Lobbyaktivitäten und Initativen profitieren; weiters rund 230 Frauen aus Politik und Zivilgesellschaft, die gemeinsam die Kosovo Women´s Lobby (KWL) bilden, sowie öffentlich Bedienstete und GemeindevertreterInnen. Die erwarteten Ergebnisse des Projekts sind:

1. Die Bildung von frauengeführten zivilgesellschaftlichen Organisationen (CSOs) und deren aktive Kooperation mit Behörden zur Förderung rechts-basierter anwaltschaftlicher Ansätze für die Anliegen von Frauen.

2. Die aktive Partizipation von Frauen an Politik und Entscheidungsprozessen auf nationaler wie auf Gemeindeebene.

3. Das Bewusstsein von BeamtInnen und BürgerInnen zu Gender-Based Violence (GBV) wird gestärkt und trägt so verstärkt zum Schutz vor GBV und zur Stärkung der Rechte von Frauen und Mädchen bei.

Zu den zentralen Aktivitäten zählen interaktive Workshops und Monitoring für CSOs und KWL-Mitglieder; Vergabe von Fördergeldern (insegsamt 29 Grants) an frauengeführte CSOs, um ihnen learning by doing zu ermöglichen; Förderung und Erleichterung der Kooperation von Organisationen; Betreuung der CSOs und Behörden bei gender-responsive budgeting; Forschung zur Änderung von Verhalten und Vorkommen von GBV sowie Umsetzung eines Rechtsrahmens; Lobbying für die Umsetzung von GBV-rechtlichen Rahmenbedingungen; Organisation von Kampagnen zur Sensibilisierung von GBV sowie Unterstützung des National Council for Survivors of Sexual Violence during the War.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
