Overall goal


Ziel des Projekts ist die Förderung der Inklusion von insgesamt ca. 750 Menschen mit Behinderung (MmB) in den drei Regionen Lezha, Lac and Vau-Dejes im Norden Albaniens durch soziale Dienstleistungen (inkl. Zugang zu medizinischer Versorgung), ‚Empowerment‘ auf individueller Ebene und Koppelung öffentlicher und privater Organisationen auf Community Ebene.

Die Caritas Albanien hat in den vergangenen Jahren verschiedene Initiativen gesetzt, um die Situation von MmB in Albanien zu verbessern und deren Bedürfnisse und Fähigkeiten in der Öffentlichkeit stärker sichtbar zu machen. Albanien hat Ende 2012 die UN-Konvention über die Rechte von MmB ratifiziert, es gilt jedoch noch viele Barrieren, die der vollen Teilhabe von Menschen mit Behinderung im Weg stehen, abzubauen.

Erwartete Resultate:

1. Auf Basis von Studien wurden in jeder Projektregion maßgeschneiderte ‚Rehabilitation and Inclusion Plans‘ erarbeitet und an die lokalen Autoritäten sowie andere relevante Akteure übergeben.

2. Durch die Verlinkung sämtlicher relevanter Institutionen, die Koordinierung der Sozialleistungen sowie durch mehr Wissen wurde ein unterstützendes und inklusives Umfeld für MmB geschaffen.

3. Durch die Leistungen der ‚Counselling Centers‘ und bessere Kommunikations- und Austauschmöglichkeiten unter MmB wurden Inklusion, Teilhabe und das Führen eines selbstbestimmten Lebens von ca. 250 MmB pro Jahr gefördert.

4. Die Methode des ‚Peer Counseling’ (Beratung von/durch Gleichgestellte/n) für MmB, BetreuerInnen und SozialarbeiterInnen wurde eingeführt. Mindestens 10 Personen sind befähigt ‚Peer Counseling‘ anzubieten; 50 MmB haben ‚Peer Counseling‘ in Anspruch genommen.

5. MmB, BetreuerInnen, das Personal der Caritas Albanien sowie andere NGOs sind aktiv in anwaltschaftliche und Lobby-Arbeit eingebunden und nehmen Einfluss auf den Politikdialog.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
