Overall goal


Im Dezember 2002 wurde ein ad-hoc Team zur Strategieentwicklung in Zimbabwe installiert mit dem Ziel einer Sammlung von Bausteinen und Ansätzen zur Diskussion in den kompetenten Arbeitsgruppen (z.B. Südliches Afrika) und den Abteilung des BmAa (Entwicklungszusammenarbeit, politische Abteilung). Durch einen Konsulentenauftrag wurde ein draft Dokument Zimbabwe: Bausteine zur Strategieentwicklung erarbeitet.


Im Rahmen der Programmgespräche VII.5/ADA wurde festgestellt, dass die Budgetlinie Zimbabwe prinzipiell zu erhalten ist. Call for proposals erscheint als geeignetes Finanzierungsinstrument um die österreichische und lokale NGOs in ihren Interventionen in Zimbabwe zu fördern. Es bedarf jedoch einer noch schärferen Profilierung in Armutsbekämpfung, der informelle Sektor, Dezentralisierung und Distriktentwicklung erscheinen als geeignete Interventionsbereiche .


Um eine mögliche Position der ÖEZA für Zimbabwe erarbeiten, bedarf es einerseits einer Sprachreglung durch die ÖEZA hinsichtlich der EU Sanktionen und welche Art von Kooperationen eingeschlossen sind, andererseits eine Aktualisierung der Datenbasis zu und über Zimbabwe.


Im Rahmen dieser technischen Beratung beauftragt ADA die Aktualisierung und Straffung des draft Dokuments Zimbabwe: Bausteine zur Strategieentwicklung.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
