Short Description:

Overall goal


This project will support the Ministry of Education, Science and Technology (MEST) in reforming the education system to link education with labour market needs, and to reflect the European Framework of Key Competences. The 3 areas to be covered by the project are: Higher Education (HE), National Qualification Framework (NQF) and Vocational Education and Training (VET).


The project will: a) strengthen the link between Higher Education and Labour Market Needs by the development and modernisation of HE programmes, b) enhance the quality of practical and applied teaching and learning in VET schools in core occupational sectors relevant to market needs, c) enable a better understanding of beneficiary and international qualifications and further develop and modernize Kosovo’s Qualification System for Qualification Framework professional qualifications (notably levels 3-5).


The project’s main target groups are: MEST, the NQA, Higher Education Institutions, 4-6 selected VET schools, and business associations representing the private sector. During the inception phase the selection of sectors and schools will take place.

Beneficiaries mainly include: students of VET schools (2500 students) and of Faculties of the University of Pristina (3000 students) and the private sector. Additional actors may also benefit from the project; these include employers and the Ministry of Labour and Social Welfare (MLSW). The final number of beneficiaries will be defined as part of the first Steering Board meeting, after the submission of the Inception Report.


The project’s implementation phase will last 32 months (February 2015 – October 2017). Total investments will amount to € 3.5 million.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
