Overall goal


Das IRDP ist ein auf fünf Jahre ausgelegtes, mit ca. 30 MEUR veranschlagtes, wirtschaftliches Regionalentwicklungsprogramm, das der Exekutivrat der Vojvodina im Herbst 2005 nach längerer Vorlaufzeit mit eigenen Mitteln gestartet hat. Insgesamt stellt der Exekutivrat 25% der Mittel selbst zur Verfügung, für den großen Rest erhofft man sich Unterstützung vonseiten der Gebergemeinschaft. Das Programm wird von fünf Provinzsekretariaten durchgeführt und umfasst derzeit zehn aktiv betriebene Teilbereiche.

Für die meisten dieser Teilbereiche bestehen zwar entsprechende Programme, in denen Ziele und Maßnahmen definiert sind, weiters gibt es jährliche Aktionspläne; die Qualität dieser Programme ist jedoch unterschiedlich zu bewerten. Gegenstand jeglicher Zusammenarbeit mit einem Geber wie der OEZA wäre es daher jedenfalls, für ausgewählte Teilbereiche

a) die Programme zu überarbeiten bzw. weiterzuentwickeln (Technical Assistance);

b) entsprechende Verwaltungskapazitäten zu schaffen (Ausbildungs- und Trainingsmaßnahmen);

c) die Durchführung der Programme zu steuern (Programm-Management);

d) sowie substanzielle Mittel für die Kofinanzierung dieser Programme zur Verfügung zu stellen;

IRDP ist daher nicht nur ein breit angelegtes Programm zur Förderung von Wirtschaft und Beschäftigung, sondern auch für Verwaltungsreform, was nicht zuletzt im Hinblick auf künftig umzusetzende EU-Nachbarschafts- bzw. Strukturfonds von hoher Relevanz ist.

Vorliegender Vertrag mit ÖAR dient dazu, der ADA eine konzise und umfassende Analyse des IRDP zu vermitteln, welche Grundlage für die Art und Weise eines weiteren potenziellen Engagements der ADA in Bezug auf den IRDP sein wird. Das IRDP ist von hoher wirtschafts- und beschäftigungspolitischer Bedeutung für die Vojvodina, eine ADA Engagement in diesem Bereich soll professionell geprüft werden.

    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
