MIDTERM-EVALUIERUNG der Programmebene von APPEAR II


Das OEZA-Hochschulkooperationsprogramm APPEAR (Austrian Partnership Programme in Higher Education and Research for Development) mit dem Ziel der Stärkung von institutionellen Kapazitäten im Bereich der universitären Bildung und der Entwicklung wissenschaftlicher Expertise in aktuellen u. ehemaligen OEZA-Schwerpunktländern befindet sich in der 2. Phase. Für diese Phase von 2014 bis 2020 (6 Jahre) sind 12 Mio. Euro für Hochschulpartnerschaften und Master-/PhD-Studien vorgesehen.


Expected results


Nach 2 Drittel der Laufzeit von APPEAR II wird eine Midterm-Evaluierung durchgeführt, die gemäß definierter Terms of Reference die bisherige Programmumsetzung und die Relevanz des Programms evaluieren sowie mögliche Optimierungsoptionen gemäß definierter Terms of Reference aufzeigen soll. Der Endbericht wird unter anderem entsprechende Empfehlungen für die Programmumsetzung, Steuerung und Fortsetzung beinhalten.

 


Target group / Beneficiaries


In drei 3 Calls for Proposals konnten im Rahmen von APPEAR II österr. Universitäten/Fachhochschulen gemeinsam mit Hochschulen und Forschungseinrichtungen aus den Zielländern des Programms für sogenannte mehrjährige Partnerschaftsprojekte (18 laufende Academic Partnerships, 1 bereits abgeschlossen; 6 laufende Advanced Academic Partnerships) und Anbahnungsfinanzierungen (20 abgeschlossene Preparatory Funding) von Projekten einreichen. Bis zu 80 StipendiatInnen per Jahr tragen durch ihre vorwiegend enge Bindung an Projekte zur Stärkung von Einrichtungen bei. Zielländer des Programms sind Äthiopien, Uganda, Kenia, Mosambik, Burkina Faso, Kap Verde, Senegal, Bhutan, Nepal, Palästina, Nicaragua, El Salvador, Guatemala, Georgien, Armenien und Moldau.

 


Activities


An den beteiligten Institutionen werden im Rahmen von APPEAR II u.a. Lehre, angewandte Forschung und Management gestärkt. Die Zusammenarbeit in den Projekten soll im wissenschaftlichen und kulturellen Sinn gewinnbringend und partnerschaftlich gestaltet sein. Institutionen werden sowohl in Vorbereitung als auch Umsetzung der Projekte beraten und unterstützt. Ergebnisse, Erfahrungen und aktuelle Entwicklungen des Programms werden laufend bekannt gemacht (Veranstaltungen, Website, Publikationen, Presse). Themenbereiche für Partnerschaften sind Armutsminderung, Friedenssicherung, Governance, Menschenrechte, Gender, Privatsektorentwicklung, Bildung, Wasser und Siedlungshygiene, Ländliche Entwicklung, Energie oder Umwelt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
