Das gegenständliche Vorhaben unterstützt die Umsetzung des Kosovo Education Strategic Plan 2011-2016 und wird im Rahmen einer Korbfinanzierung (Pooled Fund) umgesetzt. Neben Österreich leistet auch die Swedish International Development Cooperation Agency (SIDA), welche auf Geberseite den Vorsitz in der Sektorarbeitsgruppe Bildung hat, einen wesentlichen Beitrag zur Finanzierung. Deutschland ist durch Bereitstellung technischer Expertise beteiligt. Auf kosovarischer Seite ist das Ministry of Education, Science, and Technology (MEST) für die Umsetzung des Pooled Fund zuständig.

Ziel der Korbfinanzierung ist es, die Planungs- und Monitoringfunktion im MEST entsprechend seiner Rolle als koordinierendes Organ im Bildungsbereich auf nationaler und lokaler Ebene auf- bzw. auszubauen.

Der zur Umsetzung des Vorhabens erarbeitete Kapazitätsentwicklungsplan enthält folgende erwarteten Ergebnisse:

• MEST setzt die Reform der Bildungsverwaltung um (Neustrukturierung der Organisation und Migration von Personal etc.)

• Human Ressource Management Prozesse wurden eingeführt und werden umgesetzt

• Prozesse und Systeme zur Personalentwicklung werden angewendet (jährliche Mitarbeiter-Appraisals, Erhebung von Fortbildungsbedarf und Durchführung von Trainings etc.)

• Das Finanzmanagement ist an die Zielsetzungen der Organisation angepasst, transparent, partizipativ und effizient geführt

• Aufgrund erhöhter institutioneller Performance und Personalzufriedenheit wird MEST als lernende Organisation angesehen, die Erfahrung weitervermittelt

Als Ergebnis des Vorhabens soll das MEST seine Planungs- und Budgetierungskapazitäten verbessert haben. Eine klare Teilung der Verantwortlichkeitsbereiche innerhalb der Verwaltung soll erreicht werden. Das Ministerium soll als zentraler Player im Bildungsbereich Überblick über die Probleme und Bedürfnisse in diesem Sektor haben.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
