Short Description:

Overall goal


Since 2006, the Northern part of Uganda has remained calm even though international efforts to have the LRA demobilized and sign a peace agreement with the Ugandan Government have not proved successful.


The Ugandan government proclaimed a progressive refugee law in 2006, allowing all refugees to seek asylum and enabling most of them to have access to land and the right to work, once refugee status has been granted. However, this is yet to become fully operational and UNHCR continues to assist refugees in settlements, and to support the government in improving the quality of its protection and asylum procedures and systems and in the capacity building of the asylum authorities.


The objectives of the project are:


1. Ensuring protection for all refugees and asylum seekers, including access to asylum,

protecting against refoulement, violence, abuse and gender based violence, and

maintaining the civilian character of refugee settlements.


2. Pursuing the social and economic rights of persons of concern focusing on primary

health care, including reducing malnutrition, malaria and enabling access to primary

education, women's empowerment, and self-reliance.


The Austrian contribution will support activities in the following sectors:

¢ Health and nutrition

¢ Community services

¢ Protection and monitoring


Activities will be primarily implemented for approximately 55,000 Sudanese refugees in Moyo, Adjumani, Arua, Yumbe, Hoima, Masindi and Kigumba districts. In addition there are also a small number of Congolese, Kenyan, Rwandan and other refugees benefiting from the activities.


The UNHCR Annual Program in Uganda and subsequently this project are part of the UN CAP 2009.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
