Overall goal


Mit ggst. Vorhaben unterstützt die OEZA den Aufbau eines regionalen Zentrums für Erneuerbare Energien und Energieeffizienz in Westafrika. Ziel des Zentrums ist die Erhöhung des Zugangs der Bevölkerung zu modernen, leistbaren und verlässlichen Energiedienstleistungen durch Nutzung lokal vorhandener erneuerbarer Energieressourcen. Dezentrale erneuerbare Energielösungen sind insbesondere für arme Bevölkerungsgruppen in ländlichen Regionen, die keine Aussicht auf Anschluss an das zentrale Elektrizitäts- oder Vertriebsnetz haben, relevant. Konkret wird das Zentrum die Länder Westafrikas dabei unterstützen, bestehende Barrieren zur Nutzung vorhandener erneuerbarer Energieressourcen durch Maßnahmen im Bereich der Kapazitätsentwicklung (institution building, legislation, policy development, training, awareness raising) abzubauen.

Erwartete Ergebnisse sind neben dem Aufbau der Struktur u.a. eine regionale Politik und reglementierende Rahmenbedingungen für entsprechende Technologien, regionale Standards, die Sensibilisierung von Entscheidungsträgern im Energiebereich über politische, rechtliche und regulatorische Angelegenheiten in Hinblick auf die Förderung erneuerbarer Energien, aber auch ein über erneuerbare Energien informierter Privatsektor und das Bestehen einer Plattform zum Austausch qualifizierter Informationen.

Als Sitz des Sekretariats des Zentrums wurde mittels Ministerbeschlusses der ECOWAS Kap Verde festgelegt. In einer dezentralen Struktur werden die Aktivitäten des Zentrums in Zusammenarbeit mit lokalen Energieinstitutionen Westafrikas umgesetzt. UNIDO, die durch den Aufbau ähnlicher Institutionen über viel Know-How verfügt, wird das ggst. Projekt begleiten.Neben der Unterstützung Österreichs kofinanziert ECOWAS das Zentrum. Zudem haben bereits andere Geber Interesse gezeigt, das Zentrum zu unterstützen. Die Aktivitäten des Zentrums sind im Übrigen in ein größeres Energieprogramm, das über die Global Environment Facility (GEF) finanziert wird, eingebettet.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
