Montenegro steht nach der Unabhängigkeitserklärung durch das montenegrinischer Parlament am 3. Juni 2006 vor mannigfachen Aufgaben, von denen einige vorrangig sind, um das Funktionieren als unabhängiger Staat garantieren zu können: Aufbau einer eigenständigen Verwaltung, Aufbau der Außenbeziehungen, Einbindung in die europäischen Staatenstrukturen, Ausbau des Kontakts zur Europäischen Union.

Das gegenständliche Projekt zielt auf die Förderung von Trainings- und Ausbildungsmaßnahmen für montenegrinische Administrationskräfte im Hinblick auf die EU-Annäherung ab. Inhaltlich ist die Ausbildung an Fragen der europäischen Integration orientiert, wobei neben der Vermittlung von theoretischen Grundlagen vor allem der Erwerb von praktischen Fähig- und Fertigkeiten, wie z.B. die Simulation von Abläufen von europäischen Entscheidungsprozessen und Verhandlungssituationen im Zentrum der Ausbildung steht. Zielgruppen sind BeamtInnen des Außenministeriums und BeamtInnen anderer Ministerien, die mit Fragen der europäischen Integration befasst sind. Hinsichtlich der Zielgruppen werden sich anlässlich der Regierungsbildung in Montenegro Präzisierungen ergeben. Da für Montenegro die nächsten 2-3 Jahre für die Intensivierung der EU-Annäherung maßgeblich sein werden, werden die Maßnahmen des Ausbildungsprogramms von Februar 2007 bis April 2010 durchgeführt: in diesem Zeitraum könnten 45 Administrationskräfte des Außenministeriums und anderer Ministerien das Ausbildungsprogramm absolvieren

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
