Für die Stadt Kladovo und ihre Umgebung (in der Grenzregion Serbiens zu Rumänien und BUlgarien) gibt zwar ein Allgemeines Krankenhaus, dieses leidet aber an einer permanenten Unterbudgetierung. Dies führt dazu, dass es in den Dörfern der Umgebung von Kladovo zu keinen regelmäßigen Arztbesuchen und Krankenkontrollen mehr kommt.

Während es früher üblich war, dass das Krankenhaus von Kladovo in den umliegenden Dörfern Ambulanzen unterhielt und diese regelmäßig mit medizinischen Teams besuchte um den Bewohnern eine Grundversorgung vor Ort zu bieten, ist es heute so, dass die Dorfbevölkerung für jede medizinische Behandlung das Spital in Kladovo aufsuchen muss.

Dies trifft vor allem die ältere Bevölkerung, die durch Abwanderung der Jugend ohnehin an Unterstützung und Mobilität eingebüßt hat. Viele junge, vor allem männliche Bewohner sind auf der Suche nach Arbeit emigriert. Geblieben sind die älteren Menschen, die Frauen und Kinder.


Ziel soll es nun sein, den"alten Zustand" in diesem Bereich wieder herzustellen: ein dem Krankenhaus in Kladovo zur Verfügung gestellter, entsprechend ausgestatteter Krankenwagen soll die Dörfer der Umgebung regelmäßig anfahren und damit eine medizinische Grundversorgung vor Ort wieder ermöglichen. Die früher einmal bestehenden Arztbesuche in den umliegenden Dörfern sollen wieder zu einer täglichen Routine werden.


Der vorliegende Vertrag umfasst die Reparatur und Überstellung des aus anderen Quellen finanzierten, gebrauchten Krankenwagens, und seine Ausstattung vor Ort mit lokal bekannten Geräten , unter Einbeziehung des betroffenen Krankenhauspersonals.
