Austrian OSCE Chairmanship 2017 Priorities Framework Programme
Short Description:
Overall goal
The 2017 OSCE Austrian Chairmanship aims to address key security challenges in the OSCE region, including violent conflicts, radicalization and a crisis of confidence in institutions. With the firm belief that the OSCE can play a key role in addressing and resolving security concerns in its area; this Repository Programme aims at providing support to initiatives led by the OSCE’s field operations, autonomous institutions and the Secretariat that serve the strategic 2017 OSCE Austrian Chairmanship programmatic priorities.
Expected results
This Repository Programme will make an important contribution to the long-term strategic goals of the Austrian OSCE Chairmanship:
1. Contributing towards defusing existing conflicts.
2. Joining forces in fighting radicalisation and violent extremism.
3. Re-establishing trust and confidence.
In particular in the areas of: conflict prevention, security, economic participation, environmental protection, good governance, anti-corruption, democratization, rule of law, human rights, tolerance and non-discrimination, countering trafficking in human beings, gender issues, countering violent extremism and combatting terrorism
Target group / Beneficiaries
The Repository Programme will facilitate funding to the projects that will be implemented via the OSCE executive structures defined as the Secretariat, Field Operations and Institutions. Depending on the project, the host country needs and the capacity of the institution putting forward a project, the target group, beneficiaries and local partners will be identified on a case-by-case basis by the Austrian Chairmanship.
The target groups of the OSCE in its project work are national authorities, CSOs/NGOs, local partner organisations, academia, youth, local business community, religious leaders, any other public service providers ultimately aimed at specific needs of local population.
Activities
The OSCE projects work directly with the 57 OSCE participating States, and/or Partners for Co-operation and for the most part through its executive structures directly with affected communities and populations or host government authorities. Their needs vary from country to country. National ownership and using national systems and potentials are key components in project design, in order to not duplicate work and target the specific needs of the host country. Through its wide network of field presences, executive structures and independent institutions, the body of analytical and contextual documents on specific issues and the implementation of commitments is constantly being used assessed, analysed and drawn upon to address them in specific project interventions.
Context
This Repository Programme to be funded by ADA provides the OSCE Austrian Chairmanship to support with extra-budgetary contributions a wide spectrum of projects in all dimensions of security where the OSCE mandates, Austrian Chairmanship Priorities and the Austrian Development Cooperation's Three Year Programme (2016-2018) meet. This Repository Programme as an intervention is happening against the background of eroding trust, an environment of declining global security unity at global level making the higher level strategic objectives of the Programme more important than ever.
