Overall goal


Am 31. 3. 2006 fand in Brüssel eine Geberkonferenz zur Unterstützung der Justizinstitutionen von Bosnien und Herzegowina (BiH) statt. Es berichteten u.a der Justizminister von BiH, Slobodan Kovac, die Präsidentin des Staatsgerichtshofes, Meddzida Kreso und der Chefankläger, Marinko Jurcevic über die Fortschritte der Justizreform und die dafür benötigten Mittel. Die internationale Gemeinschaft (insb. Vertreter von USA, UK, D, NL und auch Österreich) bekräftigten im Rahmen der Konferenz die Bedeutung einer umfassenden Reform des gesamten Justizsektors in BiH, um eine nachhaltige Stabilisierung des Landes zu erreichen. Noch vor drei Jahren hatte BiH weder einen Staatsgerichtshof, noch eine Staatsanwaltschaft auf Gesamtstaatsebene und damit keine Möglichkeit, Kriegsverbrechen und andere Fälle von Schwerkriminalität internationalen Standards entsprechend zu verfolgen. Mittlerweile kann BiH dank des massiv von der internationalen Gemeinschaft unterstützten Staatsgerichtshofs seinen internationalen Verpflichtungen nachkommen: Der Internationale Gerichtshof für Kriegsverbrechen in Ex-Jugoslawien (ICTY) hat bereits begonnen, Straffälle an BiH abzutreten. Österreich hat im Zuge dieser Konferenz auf der Grundlage einer Abstimmung von BmaA, BMJ und ADA eine finanzielle Unterstützung in Höhe von einer Million Euro für den Zeitraum 2006-2008 zum Aufbau der Justizinstitutionen in BiH zugesagt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
