In Abstimmung mit den nationalen Entwicklungsplänen in Mosambik definiert die OEZA ländliche Distriktentwicklung, mit seinen unterschiedlichen Ausgangssituationen und Potenzialen, als wichtige Strategie zur Armutsreduktion und für breit gestreutes Wirtschaftswachstum.

Der Brückenbau über den Zambezi River war für die Wahl der Gemeinde Caia in der Provinz Sofala als Projektpartner ausschlaggebend. Dieses Infrastrukturprojekt wird die Verwaltung durch die kommende Migrationswelle stark herausfordern. Bis dato waren fehlendes Know-how und mangelnde Erfahrung Gründe für Caia's Schwierigkeiten Entwicklungspläne zu erstellen. Das Projekt bezweckt daher diese zu unterstützen und die Belastung der Bevölkerung und Umwelt zu mildern.

Oberziel des Projektes ist der Beitrag zur Konsolidierung der Menschenrechte und des Demokratisierungsprozesses mittels aktiver Teilnahme verschiedener Akteure in Planungs-, Implementierungs- und Ausführungsprozessen von Entwicklungsplänen für vorrangige Distrikte und Bezirke.

Projektziel ist den Dezentralisierungsprozess und die Verwaltung von Caia bei der Abwicklung der Migrationszunahme zu unterstützen, d.h. Stärkung lokale administrative Struktur.

Erwartete Ergebnisse der geplanten Maßnahmen/Aktivitäten sind 1) Distrikt Caia hat eine nachhaltige (lebensfähige) Organisationsstruktur; Beamte sind befähigt qualitative Services anzubieten und regelmäßig Anhörungsverfahren durchzuführen; 2) Schaffung des Facility Centres Casa Velha; 3) Errichtung eines Katasteramtes; 4) Verbesserung der städtischen Umgebung der Stadt Caia.

Projektpartner sind die Distriktadministration von Caia und die Provinzdirektion für Planung und Finanzen.

Zielgruppe des Projektes sind: Beamte, technisches Personal der Entwicklungsinstitutionen und Projekte. Die Bevölkerung von Caia sind die Begünstigten.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
