Overall goal


Generelle Budgethilfe (GBS) ist die Bereitstellung von Finanzmitteln für den allgemeinen Staatshaushalt und unterstützt oftmals eine Armutsreduzierungsstrategie.


Mosambik ist ein positives Beispiel für die nachhaltige Wirksamkeit der GBS: Die Evaluierungen der OECD und der Weltbank (2006) bestätigen, dass GBS einen positiven Einfluss auf das makroönomisches Umfeld hat (inkl. Finanzmanagement des Staates), zur Armutsreduktion beiträgt und die Harmonisierung und Abstimmung verbessert.


Der OEZA Beitrag zur GBS in Mosambik begründet sich vor allem in der Wahrnehmung der Verpflichtungen bezüglich Harmonisierung und Abstimmung im Sinne der Paris Deklaration. Entsprechend den Leitlinien der OEZA für Budgethilfe wurde der Beitritt der OEZA in die GBS in Mosambik als Pilotversuch für die OEZA entschieden.


Nach Zustimmung durch die mosambikanische Regierung und die GBS Gebergruppe, trat die OEZA am 30.04.2007 durch die Unterzeichnung des MoU der Gebergruppe für GBS in Mosambik bei. Geplant ist ein jährlicher Beitrag von ¿ 1,6 Mio. für die Jahre 2008 - 2010.


Das Ziel der GBS in Mosambik ist die Schaffung einer Partnerschaft zwischen den Gebern und der Regierung Mosambiks zur Erreichung nachhaltiger Entwicklung und zur Bekämpfung der Armut (im Rahmen von PARPA II).


Das Hauptziel von PARPA II (2006-2009) ist es nunmehr den Anteil der Bevölkerung, welche in absoluter Armut lebt, von 54 % (2005) der Bevölkerung auf 45 % in 2009 zu senken. Dies soll durch konkrete Aktionen in drei Aktionsfeldern erreicht werden (Verbesserung der Regierungsführung, Investitionen in Humanressourcen und Förderung der wirtschaftlichen Entwicklung, unter besonderer Berücksichtigung der Förderung des Wachstums des Privatsektors).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
