Beitrag UNICEF, verbesserter WASH Zugang im ländlichen Raum in Mosambik
Short Description:
Overall goal
People in targeted communities have access to solar powered, multi-use, resilient and sustainable water infrastructure and projects of rural water, sanitation and hygiene (WASH) are successfully monitored.
Expected results
Result 1: Government of Mozambique (GoM) GoM monitors the performance of the water and sanitation projects under the rural WASH implementation plans in targeted areas.
Result 2: Communities in target rural communities have access to sustainable water services.
Target group / Beneficiaries
Result 1: Direct beneficiaries will be GoM’s WASH sector agencies in seven provinces that will have resources available to cover operational costs for field supervision and monitoring implementation of water and sanitation projects under the rural WASH implementation plans. It is estimated that this project will directly support 36 Government staff to conduct field visits to monitor project implementation. Indirect beneficiaries will be the population served by these water and sanitation projects as the quality of these interventions will be improved, leading to more reliable and sustainable systems.
Result 2: Direct beneficiaries will be the population living in the communities where the 12 water supply solar systems will be implemented, an estimated 15,000 people, of which 52% women.
The implementing Partners are the National Directorate for Water Supply and Sanitation (DNAAS), the Provincial Directorates for Public Works, Housing and Water Resources (DPOPHRH) and the District Services for Infrastructure Planning (SDPI).
Activities
Result 1: Support will be provided to GoM to cover operational costs at national, provincial and district levels for the implementation and supervision of their rural WASH implementation plans. The support will be released through a defined process in which the GoM submits requests for advances based on their quarterly planning. The operational support costs will serve as financial bridge to cover gaps. The support will be geographically aligned with other donor contributions, for example from DFID and UNICEF.
Result 2: Support will be provided to GoM to implement 12 multi-use solar powered community water systems in selected communities. The communities will be selected based on the results of water source capacity. Typical solar water systems will include 3-6 community tapstands, cattle trough, elevated water tanks, submersible pump, solar array and all required system piping and wiring.
Context
Water, sanitation and hygiene (WASH) is a priority area under the Social and Human Capital Development pillar of the Government Five-Year Plan 2015-2019. By 2019, the country intends to increase drinking water coverage to 75 per cent (rural) and 90 per cent (urban). For sanitation, the coverage targets, over the same period, are 50 per cent (rural) and 80 per cent (urban). In addition, Mozambique is committed to eliminating open defecation by 2025 and achieving universal access to adequate and sustainable sanitation and hygiene services by 2030, including effective services for the management of wastewater and faecal sludge.
Given the current low coverages, achieving these ambitious goals will require considerable efforts in capacity development, greater sector investments and effective collaboration between the Government of Mozambique and development partners.
79 per cent of the population do not have or use improved sanitation facilities, 90 per cent in rural areas and 58 per cent in urban and peri-urban areas. Mozambique has higher open defecation rates – 39 per cent - than any other country in sub-Saharan Africa.
Austria’s contribution UNICEF’s WASH outcome will support the GoM to implement, maintain and monitor water infrastructure with a focus on multi-use solar powered community water systems. These systems will make use of existing boreholes equipped with manual handpumps and maximize their use through installation of electric pumped systems powered by solar energy. The use of solar power instead of grid or generator power will support carbon avoidance and support the sustainability of the system.
