Overall goal


Mit gegenständlichem Einmalbetrag sollen die Aktivitäten der Southeast European Cooperative Initiative (SECI) zur Errichtung der Save-Kommission im Jahre 2003 unterstützt werden. Die Priorität bei der Errichtung dieser Kommission galt der Wiederherstellung und dem Ausbau der Schifffahrt auf der Save und ihren Hauptzuflüssen, Drina und Una. Ziel der Initiative des Stabilitätspaktes war der Aufbau einer "Internationalen Save-Bassin-Kommission", die auf jene Modellen basiert, die für andere internationale Flüsse aufgestellt wurden (z.B. Donau-Kommission).

Im November 2001 unterzeichneten die Save-Anrainerstaaten Slowenien, Kroatien, Bosnien-Herzegowina und Serbien einen "Letter of Intent", in dem sie nach über zehn Jahren den Willen zur Zusammenarbeit bekundeten. Über ein Jahr lang betreute und koordinierte der Stabilitätspakt von Brüssel aus die Erarbeitung eines internationalen Rahmenabkommens, das am 3. Dezember 2002 in Kranjska Gora unterzeichnet wurde. Ab diesem Datum überließ der Stabilitätspakt die aktive Unterstützung und Koordination der Belange der "Interim Save Kommission" der Southeast European Cooperative Initiative. Der Stabilitätspakt behielt sich allerdings die politische Schirmherrschaft über das Projekt vor. Das endgültige Ziel ist jedoch die Übernahme der vollkommenen Verantwortung durch die Anrainerstaaten, also das Konzept des "regionalen Besitzes - regional ownership".

Die Arbeit SECIs im Zusammenhang mit der Interim Save Kommission bezieht sich auf die Erleichterung des Prozesses, die Unterstützung der Arbeit der Interim-Kommission und das Lobbying für ihre Projekte.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
