Short Description:

Overall goal


The overall objective of the preparatory project is to make the Global Network of Regional Sustainable Energy Centres (GN-SEC) Platform fully functional and sustainable. The regional sustainable energy centres aim to accelerate the energy and climate transformation by creating economies of scales, equal progress and spill-over effects between countries. Integrated and inclusive regional markets for sustainable energy and climate technology (SECT) products and services shall be created by setting common targets, policies, standards and incentives, as well as by de-risking of investments through the provision of reliable data, analytics, bundling of projects and convening power. The GN-SEC centres play an important role in setting domestic priorities, contribute to donor harmonization and coordination, as well as ensuring the sustainability and availability of results and deliverables after project closure.


Expected results


At the end of the project, the institutional and technical design of the GN-SEC Platform shall be finalised and validated and become operational as hub for south-south and triangular knowledge/technology transfer and networks. The preparatory works will include among others the development of a strategic external evaluation of the current GN-SEC portfolio, a needs and feasibility assessment as well as the development of joint programmes/projects of the participating centres.

Through the GN-SEC Platform, an increased advocating for SDG-7, SDG-9 and SDG-13 can be expected, as well as boosting of the south-south cooperation on common issues and solutions (e.g. among SIDS and LDCs), joint policy inputs for international energy and climate processes, a more effective communication, public relations and cooperate identity, an efficient exchange of lessons learned and joint learning on technical and institutional aspects, joint quality assurance and monitoring of results, raising of the profile and visibility of the network on global level, a better advocating for more inclusive SECT technology transfer processes, the promotion of joint programs and projects, and, last but not least, enhanced strategic partnerships with international organizations, industry, civil society, investors and foundations.


Target group / Beneficiaries


The main direct beneficiaries of the project are around one hundred (100) experts of the centres of the Global Network of Regional Sustainable Energy Centres (incl. National Focal Institutions). The intermediate beneficiaries are renewable energy and energy efficiency market players and enablers in the various regions which enjoy improved quality service delivery of the individual centres (around 30.000 persons). The final beneficiaries are 500 million energy consumers in various regions which will benefit from improved access to reliable and affordable modern energy services.


Activities


Envisaged outputs concern recommendations of the strategic evaluation of the current GN-SEC portfolio, as well as the availability of a needs and feasibility assessment of the GN-SEC platform, the finalization of internal rules and procedures of the GN-SEC platform, the organisation of a validation workshop on the results of the strategic evaluation and project document, the development of a GN-SEC knowledge/technology transfer strategy and the establishment of cluster working Groups, the set-up of knowledge partnerships and twinning between centres, national and international research institutes, and the establishment of energy agencies and/or think-tanks, in addition, the GN-SEC corporate identity and public relations shall be strengthened and jointly implemented. Finally, GN-SEC foresees joint GN-SEC programs/projects and events.


Context


Despite growing investments in SECTs over the past decade, markets have not reached economies of scale particularly in least developed countries (LDCs) and small island developing states (SIDS). Key economic and industrial sectors face challenges when it comes to availability and use of SECT quality products and services (e.g., manufacturing, construction, agriculture, food-processing, tourism, transport, waste management, desalination, water and sanitation). The increased supply and use of renewable energy and energy efficiency products and services remains hindered by a broad range of barriers and shortcomings related to policy and regulation, fiscal and non-fiscal incentives, technical limitations, economics, finance, capacity, quality infrastructure, R&D and innovation frameworks, knowledge and awareness. Moreover, in a number of developing countries the inability of the domestic private sector to supply sustainable energy quality products and services under competitive prices has become a bottleneck for the uptake of SECT markets. The domestic manufacturing and servicing sector remains weakly developed, and the growing demand remains underserved by international suppliers and supply chains due to high market entry costs and risks. GN-SEC is ”living empowerment” by giving particularly LDCs and SIDS a stronger voice in shaping climate and technology transfer processes. The official mandate given by Ministers and Head of States, the intergovernmental character (based on int. agreements) and the close link to the RECs and national Ministries (through national focal points) give the centres high-level legitimacy. Currently, over ninety Ministers of Energy and/or Heads of State adopted the creation of such centres.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
