Overall goal


Bestandteile des vorliegenden Vertrages sind die Verfolgung der Aktivitäten der MOPAN ('Mulitlateral Organisations Performance Assessment Network')-Gruppe im Jahr 2008 und die Koordination der österreichischen Leadfunktion in Albanien. Weiters soll der Verlauf des Konsultationsprozesses zur Reform der VN-Entwicklungsarchitektur, insbesondere des "One UN Reformprozess" in den Pilotländern, verfolgt und darüber in regelmäßigen Abständen berichtet werden.


MOPAN: Österreich ist Teil von MOPAN, dem informellen Netzwerk von Geberländern, das internationale Organisationen bewertet. MOPAN setzt sich aus 11 Geberländern zusammen, die sich mehrmals jährlich treffen. Österreich hatte im Jahr 2007 die Sekretariatsfunktion inne, die im Jahresrhythmus unter den Mitgliedsstaaten rotiert. Diese Funktion wurde 2007 von Mag. Sami Ukelli wahrgenommen. Überlegungen, die MOPAN Initiative 2008 auszuweiten, erfordern auch für Österreich einen erhöhten Arbeitsaufwand.


Reform der VN-Entwicklungsarchitektur: Im Februar 2006 gründete Generalsekretär der Vereinten Nationen (VN) ein High Level Panel zu "UN System-wide Coherence" (SWC) mit dem Ziel, die Arbeit des VN-Systems in den Bereichen Entwicklung, Humanitäre Hilfe und Umwelt auszuwerten. Die Generalversammlung leitete den Konsultationsprozess ein, mit dem Ziel, mehr Kohärenz und Effizienz im operativen Bereich der VN-Entwicklungsarchitektur zu erreichen. Die von der United Nations Development Group (UNDG) implementierte "Delivering As One" Pilot-Initiative ist 2007 in acht Staaten angelaufen, darunter die OEZA Schwerpunkt- bzw. Partnerländer Albanien, Kap Verde und Mosambik. Ziel ist es, eine schnellere und effizientere Umsetzung von EZA-Operationen zu gewährleisten und den Prozess zur Erreichung der MDGs voranzutreiben.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
