Overall goal


Der Finanzierungsmechanismus PEGASE (Mécanisme "Palestino Européen de Gestion et d'Aide Socio -Economique") folgt dem Temporary International Mechanism (TIM) - ein Instrument, welches von der EK und den EU-Mitgliedsstaaten ins Leben gerufen wurde um, unter Umgehung der Hamas geführten palästinensischen Regierung, eine humanitäre Katastrophe und den Zusammenbruch der Palestinian Authority (PA) zu verhindern.

PEGASE ist ein auf 3 Jahre (2008-2010) ausgelegtes EK-Instrument, welches den palästinensischen Reform- und Entwicklungsplan in folgenden vier Aktionsfeldern unterstützt: (a) Governance, (b) Social Development, (c) Economic and Private Sector Development, (d) Public Infrastructure Development.


Angesichts der prekären sozialen Lage in den besetzten palästinensischen Gebieten und im Gaza-Streifen soll der österreichische Beitrag 2010 für PEGASE für den Bereich "Cash assistance for vulnerable Palestinian Families" verwendet werden. Dadurch werden Familien ohne regelmäßiges Einkommen - insbesondere Familien mit Frauen als alleinigem Haushaltsvorstand - unterstützt. Die PEGASE-Liste umfasst 44.000 Begünstigte pro Quartal. Anspruchsberechtigung und Bedürftigkeit werden vom Sozialministerium überprüft. Die Barauszahlung erfolgt über Banken gegen Ausweisung und unter Überprüfung der PEGASE-Liste durch die EK.


Ggstl. Finanzierung ist die Fortsetzung der seit 2008 bestehenden österreichischen Beteiligung an PEGASE.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
