Overall goal


Die in der Gruppe Partners for Democracy and Governance (PDG, ehemals Donor Democracy and Good Governance Group - DDGG) versammelten Geber in Uganda sind übereingekommen, den Demokratisierungsprozess finanziell zu unterstützen. Um diese Unterstützung optimal zu koordinieren und bestmögliche Kohärenz zu gewährleisten, wird sie über einen gemeinsamen Basket Fund abgewickelt.

Der Fonds verfolgt zwei programmatische Hauptziele:

1. Demokratie zu vertiefen und den Übergang zu grösserem politischen Pluralismus im Hinblick auf die Wahlen von 2006 zu unterstützen,

2. Menschenrechte und Good Governance zu fördern.

In diesem Rahmen trägt die OEZA finanziell zu zwei Hauptprogrammen bei:

(a) Die Unterstützung der Präsidenten- und Parlaments-Wahlen 2006 und des dahin führenden Prozesses: Unterstützung der Wahlkommission, Erneuerung des Wahlregisters, Aufklärung/Information, Ausbildung von weiblichen Kandidatinnen, zivilgesellschaftliche Wahlbeobachtung usw..

(b) Die staatsbürgerliche Aufklärung (civic education) über Rechte und Pflichten.


Die Einzelprojekte werden über verschiedene staatliche und nicht-staatliche Akteure abgewickelt. Die Projektsteuerung und das Monitoring erfolgt über die von den teilnenhmenden Gebern eingerichtete Project Management and Monitoring Group (PMMG). Die Verwaltung des Fonds wurde PricewaterhouseCoopers anvertraut.


Die Stärkung der staatsbürgerlichen Teilnahme an demokratiepolitischen Prozessen und Aufklärung über politische, zivile u.a. Rechte stellen einen Beitrag zur effizienteren Bekämpfung von Armut dar. Einzelne Aspekte der Aktivitäten widmen sich insbesondere der Förderung der Beteiligung von Frauen an diesen Prozessen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
