Overall goal


ESMAP promotes the role of energy in poverty reduction and economic growth with redistribution in an environmentally responsible manner. Its work applies to lowin-come, emerging, and transition economies and contributes to the achievement of the Millennium Development Goals. The goal of ESMAP is to provide energy solutions to reduce poverty. Its purpose is to improve access to affordable, adequate, reliable, and environmentally sustainable energy services to the poorest people and countries; This global technical assistance program provides policy advice and helps build consensus on sustainable energy development with governments of developing countries and economies in transition. ESMAP also contributes to the transfer of knowledge in energy sector management, technology opportunities, and the delivery of modern en-ergy services to the poor.


ADA tritt gemeinsam mit dem BMF dem ESMAP Multi-Donor Trust Fund bei. BMF leistet 2007 und 2008 einen jährlichen Beitrag von jeweils 300.000 EUR. ADA leistet im gleichen Zeitraum einen Beitrag von jeweils 150.000 EUR jährlich. Die thematische Ausrichtung von ESMAP entspricht den Vorgaben der OEZA Energiepolitik. Synergien zu laufenden Programmen und Projekten der OEZA werden hergestellt. Die OEZA unterstützt bereits das Water and Sanitation Programme (WSP) der Weltbank, ein Parallelprogramm zu ESMAP (gleiche Abteilung).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
