Overall goal


Durch die Ereignisse rund um fünf bulgarische Krankenschwestern und einen palästinensisch-stämmigen Arzt, die über acht Jahre unter dem Vorwurf über 400 libysche Kinder in Benghazi mit HIV infiziert zu haben, in Libyen inhaftiert waren und schließlich im Juli 2007 nach Bulgarien überstellt wurden, hat sich eine neue Dynamik entwickelt. Insbesondere wurden mehrere EU MS ersucht sich solidarisch an der Behandlung der HIV-Infizierten und deren Familien bzw. an der Unterstützung des Benghazi Centre for Infectious Diseases and Immunology (BCIDI) finanziell zu beteiligen. Auch Österreich wird mit einem konkreten Beitrag den sogenannten Benghazi-Aktionsplan der EU finanziell unterstützen. Abgewickelt wird das Projekt vom Belgischen Roten Kreuz.


Der Benghazi-Aktionsplan wurde von der Europäischen Union im November 2004 ins Leben gerufen und dient zur technischen und medizinischen Unterstützung für das Benghazi Centre for Infectious Diseases and Immunology (BCIDI) sowie zur Unterstützung der sozialen Integration der PatientInnen und deren Familien. Außerdem soll ein Informations- und Bildungsbeitrag zur Aufklärung über falsche Ideen betreffend HIV/AIDS geleistet werden.


Die OEZA wird die verlängerte dritte Phase des Benghazi-Aktionsplans (BAP III), die bis Ende Dezember 2007 dauert, finanziell unterstützen, bevor die vierte Phase des BAP in Kraft treten kann. Aktivitäten beinhalten die Entsendung von geeignetem Personal zur Unterstützung des BCIDI, Indikatorenentwicklung und -implementierung für ein Management Informationssystem, den Entwurf von HIV/AIDS Richtlinien und die Ausarbeitung eines Plans für Aktivitäten im Jahr 2008.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
