Overall goal


Bei ggstdl. Vertrag handelt es sich um die Fortsetzung des Monitoringvertrages zu Projekt 7921-00/2004: Inhalt des gegenständlichen Monitoringvertrages ist einerseits fachliches Backstopping zu Cleaner Production Project in Timisoara (TCPP) und andererseits projektbegleitende Kontrolle der Umsetzung. Das TCPP wird Maßnahmen im Bereich von Cleaner Production (CP), EMA (Environmental Management Accounting) und EMS (Environmental Management System) in 15 ausgewählten SMEs im Bereich Textil- und Nahrungsmittelindustrie in Timisoara/Rumänien in Zusammenarbeit der Stadt Timisoara und der lokalen Wirtschaftskammer implementieren. Das Schweizer Staatssekretariat für Wirtschaftliche Angelegenheiten (SECO) unterstützt in Zusammenarbeit mit dem rumänischen Environmental Fund das Center for Sustainable Development in Enterprises (CSDE) in Bukarest. Das TCPP wurde so konzipiert, dass eine sinnvolle Ergänzung zu den Aktivitätten des CSDE gegeben ist.

Ziel der Projektmaßnahmen ist es, die ausgewählten rumänischen SMEs in den Bereichen Umwelt- und Qualitätsmanagement fit für den Export in den EU-Markt sowie sonstige ausländische Märkte zu machen. Eine weitere Komponente um Nachhaltigkeit zu gewährleisten, ist die Ausbildung von 25 lokalen Experten in den Bereichen CP, EMA und EMS. Eine weitere eigenständige Projektkomponente ist die Durchführung eines CP-Assessments im County Hospital Timis mit Schwerpunkt auf Casa Austria (als Teil des County Hospitals), als abschließende Projektmaßnahme einer langjährigen Kooperation.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
