Overall goal


Oberziel des Projekts ist die Verminderung des Risikos von Menschenrechtsverletzungen und der Verarmung von Gruppen, die von Staudämmen betroffen sind, unter besonderer Berücksichtigung von Frauen.

Projektziel ist die Stärkung der Kontrollmechanismen der Zivilgesellschaft bezüglich möglicher Menschenrechts-verletzungen bei der Planung, Errichtung und Betreibung von Staudämmen.

Der Bau von Staudämmen und Stauseen betrifft besonders benachteiligte Bevölkerungsgruppen: Kleinbauern und -bäuerinnen, Indigene, FlussanrainerInnen und traditionelle Gemeinschaften in ländlichen Gebieten, wo ein Viertel der Bevölkerung in extremer Armut lebt und der Zugang zu Wasser und Siedlungshygiene, Energieversorgung, Gesundheitseinrichtungen und Schulen beschränkt ist. Für diese Gruppen ist ihr Land Arbeitsplatz und zentraler Lebensraum. Geht dieser verloren, wird auch das soziale Gefüge beeinträchtigt oder zerstört. Am stärksten betroffen sind Frauen, alte Menschen, Kinder und Jugendliche, Behinderte.


Erwartete Resultate:

1. Von Stauseen Betroffene sind zu Menschenrechten, Verhandlung und Konfliktlösung ausgebildet.

2. Von Stauseen Betroffene haben verbesserte Kapazitäten, um sich für die Einhaltung und gegen die Verletzung ihrer Rechte zu vernetzen und zu organisieren.

3. Empowerment der betroffenen Frauen und höhere Beteiligung in Entscheidungsgremien.

4. Stärkeres Bewusstsein in der Öffentlichkeit über die Situation der von Stauseen Betroffenen in Brasilien.


Direkte Zielgruppe: 2.200 Familien auf dem Land, Indigene, FlussbewohnerInnen, traditionelle Gemeinschaften sowie Quilombos (Nachfahren von Sklaven), die in 220 Basisgruppen innerhalb des MAB (der Bewegung der von Staudämmen Betroffenen) organisiert sind; insgesamt etwa 10.000 Personen, davon mindestens 3.300 Frauen.

Indirekt werden bis zu 1 Million von Stauseen Betroffene in ganz Brasilien begünstigt, sowie ein Teil der brasilianischen Öffentlichkeit, der über die Kommunikationsarbeit erreicht wird.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
