Im Kosovo leidet auch das Gesundheitswesen unter der allgemeinen Malaise, es gibt (noch) keine allgemeine Krankenversicherung, die Versorgung durch Spitäler und Ärzte ist mangelhaft, aber auch elementare private Dienstleistungen sind stark unterentwickelt. Dies gilt auch für den Bereich der Augenoptik, zumal das Bewusstsein in der Bevölkerung für Sehschwächen und Augenkrankheiten schwach ausgeprägt ist, und es keine Ausbildungsmöglichkeiten für Fachpersonal gibt. Außerdem müssen elementare medizinische Güter, etwa Brillengläser, importiert werden, was zu hohen Preisen und einer negativen Handelsbilanz beiträgt.

Die Wirtschaftspartnerschaft stellt einen Versuch dar, eine lokale Produktion und ein Vertriebsnetz für Brillengläser aufzubauen. Das Projekt beruht auf einem Joint Venture zwischen einem deutschen Hersteller einschlägiger Maschinen, Optotech, und einem lokalen Familienunternehmen, das eine kleine Kette von Optikerläden betreibt. Gemeinsam bauen sie eine moderne Produktion hochwertiger Brillengläser auf und bilden entsprechendes Personal - rund 20 Personen werden in der Produktion tätig sein - aus. Weiters wird ein Lehrgang für optische Dienstleistungen gestartet, in dem rund 20 augenoptischen Fachkräften aktuelles Know-how vermittelt wird. Letztlich soll daraus eine private Akademie zur Ausbildung von Augenoptikern hervorgehen. Ergänzt wird das Projekt durch verschiedene Sozialmaßnahmen des Unternehmens, das beispielsweise 400 Augengläser kostenlos bedürftigen Personen zur Verfügung stellen und eine Aufklärungskampagne zu Sehschwächen und Augenkrankheiten durchführen wird.

Das Vorhaben trägt zum einen dazu bei, dass teure Importware durch hochwertige, lokal hergestellte Produkte substituiert wird, zum anderen, dass Brillengläser zu günstigeren Preisen am Markt angeboten werden können und bessere augenoptische Dienstleistungen erbracht werden.
