Overall goal


Vorliegender Vertrag betrifft das EU IM Projekt-Bridging the Gap-Inclusive policies and services for equal rights of persons with disabilities, nämlich die Abwicklung des Beitrages der EU beruhend auf 1) der Mandatierung an die Fundación Internacional y para Iberoamérica de Administración y Políticas Públicas (FIIAPP) zur Unterzeichnung des Grant Agreements mit der Europäischer Kommission und Vertretung der ADA in allen Belangen vor der Europäischen Kommission („Lead Agency“) durch die ADA und 2) dem Consortium Agreement aller beteiligten Konsortialpartner: ADA, span. Entwicklungsagentur (AECID), ital. Entwicklungsagentur (IADC), Int. Disability and Development Consortium (IDDC) und European Development Fund (EDF).

Gesamtvolumen: EUR 6.809.790,00, EU Beitrag: EUR 5,6 Mio, ADA Eigenbeitrag: EUR 200.000 (plus Abwicklung Eigenbeitrag des finnischen Außenministeriums EUR 200.000,00).

Ziel des EU Projektes ist es, die Umsetzung der UN – Behindertenrechtskonvention bzw. die sozio-ökonomische Inklusion, Gleichheit sowie Nicht-Diskriminierung von Menschen mit Behinderung (MmB) in 5-6 Ländern mit niedrigem und mittlerem Einkommen zu fördern. Die vorläufig ausgewählten Länder in welchen implementiert werden wird, sind Äthiopien, Burkina Faso, Ecuador, Paraguay und Sudan.


Expected results


1.) Verstärktes Bewusstsein, verbesserte Koordination und technische Kapazität von Gebern, damit diese MmB in die Entwicklungszusammenarbeit inkludieren und somit zur Umsetzung der SDGs und der UN-Behindertenrechtskonvention beitragen.

2.) Verstärkte Kapazitäten von Regierungen zur Entwicklung und Umsetzung inklusiver Sektorpolitiken und Dienstleistungen und um Organisationen von MmB in den Prozess miteinzubeziehen.

3.) Verstärkte Kapazitäten von Selbstvertretungsorganisationen und NROs, damit diese sich im Bereich Behinderung engagieren und Entwicklungspolitiken und -prozesse beeinflussen.

 


Target group / Beneficiaries


Zielgruppe sind weibliche und männliche MmB, Mädchen und Buben mB und ihre Familien sowie Organisationen von MmB in ausgewählten Partnerländern, in Summe rund 17.600 Begünstigte.


Activities


5 Monate Inception Phase zur Konkretisierung der Aktivitäten in den Partnerländern. Die Aktivitäten werden vorwiegend aus Kapazitätsentwicklungsmaßnahmen, Bewusstseinsbildungsmaßnahmen, technischer Assistenz, Studien und wissenschaftlicher Forschung bestehen. Die ADA wird voraussichtlich gemeinsam mit dem finn. Außenministerium in Äthiopien implementieren.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
