Building a bridge between Parliament and civil society
Short Description:
Overall goal
Parliament as the central institution of democracy embodies the will of the people. It is expected to address citizens’ needs and interests and help to solve the challenges that they encounter in their everyday lives. Civil society and constituencies, especially youth, should be involved in the legislative processes and the legislative body should be reaching out to the citizens to make this possible. This should include outreach activities to civil society also at the local level.
With the OSCE Presence’s focus of working towards more responsive institutions, a survey on the current practices and arrangements for MPs' relations with citizens was conducted at the end of 2013. This was the first stage of providing support to the establishment of constituency offices for MPs at the local level. The proposed project foresees to facilitate the outreach of the Assembly Members to the communities through establishment of the Regional Parliamentary Constituency Offices (RPCO) in Korca and Shkodra. With a special focus on engaging youth from the two areas, this project will offer the opportunity for youth to have access to more information on policies and legislative process.
Expected results, target groups, partners, region:
Result: Outreach, accountability and transparency of the Parliament are enhanced
Beneficiaries: Assembly of the Republic of Albania – 33 MPs, 11 Staff, 50 young people.
Indirect beneficiaries: Constituency members: Korca (146,337); Shkodra (123,803).
Partnerships: An agreement will be sought to be signed with Assembly and local government(s) where the offices will be located. Cooperation with local CSOs in both regions, Korca, Shkodra.
Measures to be taken:
• Establishment of two Regional Parliamentary Constituency Offices (RPCO)
• Good practices on MPs outreach through exchange visits.
• Outreach training through constituency offices.
