Overall goal


Ziel des Projektes ist die Intensivierung der Vernetzung im Donauraum auf Städteverbands- und kommunaler Ebene sowie die Unterstützung der Verwaltungskapazitäten auf lokaler, regionaler und nationaler Ebene in den Ländern des Westbalkans und der Republik Moldau. Dabei werden Synergien mit der EU-Strategie für den Donauraum geschaffen. Gleichzeitig knüpft das Projekt an die SEE 2020 Strategie des Regional Coordination Council (RCC) an und hier insbesondere an die Säule Governance for Growth.

Umgesetzt wird das Projekt durch zwei zentrale Maßnahmen:

1. Kleinprojekte-Fonds: Building Administrative Capacity in the Danube Region (BACID)

2. LOGON-Danube: Local Governments Democracy Network in the Danube Region

Folgende Ergebnisse werden erwartet:

1. 30 Kleinprojekte in den Zielländern zum Kapazitätenaufbau wurden erfolgreich durchgeführt. Die breite Themenpalette orientiert sich am Bedarf vor Ort.

2. Zielländer im und mit dem Donauraum sind auf der Urban Platform Danube Region zur Verankerung der EU-Strategie für den Donauraum vernetzt.

3. NALAS, der Dachverband der SOE Städteverbände, ist als Partner und Akteur der SEE 2020 Strategie gestärkt und hat eine tragende Rolle im europäischen Integrationsprozess.

Zielgruppe des Projektes sind Ministerien, Gemeinden und Verbände der lokalen Selbstverwaltung, assoziierte Mitglieder sowie sonstige thematisch relevante öffentliche Einrichtungen. Als Projektpartner in Österreich fungiert das KDZ-Zentrum für Verwaltungsforschung.

In Summe gibt es ca. 1.500 direkt Begünstigte, die gleichzeitig vielfach als MultiplikatorInnen agieren. Nicht eingerechnet sind die BesucherInnen/NutzerInnen des künftigen Governance-Bereiches der Urban Platform Danube Region. Indirekt Begünstigte sind die BürgerInnen und Bürger der beteiligten Städte und Regionen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
