Im Rahmen der Geberkoordination im Kosovo ist Österreich Focal Point im Subsektor Höhere Bildung und Forschung. Als größter Geber ist Österreich hier auch ein wichtiger Partner für die kosovarischen Behörden bei der Strategieentwicklung.

Aufbauend auf der bisherigen strategischen Zusammenarbeit unterstützt die OEZA das Ministry of Education, Science, and Technology (MEST) durch die vorliegende Beauftragung in der Definition von strategischen Zielsetzungen und Aktivitäten im Bereich Höhere Bildung und Forschung für den Zeitraum 2011 ff.

Dies wird durch die für die Erarbeitung eines komplexen Kapazitätenentwicklungsprogramms erforderliche Gap-Analyse (insbes. betreffend Fragen der Kapazitäten) unter Berücksichtigung der vorhandenen Rahmenbedingungen (v.a. EU-weite Entwicklungen wie z.B. Umsetzung des Bolognaprozesses u.ä.) gewährleistet.

Weiters werden die kosovarischen Partner bei der Erhebung des Status Quo und den weiteren Planungsschritten in dem durch die kosovarische Regierung beschlossenen Aufbau einer neuen staatlichen Universität in Prizren unterstützt.

Durch die Einbindung der kosovarischen Akteure und der Gebergemeinschaft wird die Einbettung in vorhandene und auch in Planung befindliche Strategien sicher gestellt.

Die Ergebnisse der Analysen dienen den kosovarischen Partnern als Beitrag für die weitere Strategieplanung im Bereich Höhere Bildung und Forschung. Sie sollen auch eine koordinierte Herangehensweise an das Vorhaben des Aufbaus einer Universität in Prizren unterstützen und ev. breitere finanzielle Unterstützung der Geber zur Folge haben. Zuletzt soll - aufbauend auf der bisherigen Zusammenarbeit - auch die Formulierung eines Programms zur Forcierung der Reform des Hochschulwesens unterstützt werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
