Das Projekt leistet einen Beitrag zum Thema 'Aid Effectiveness' und ist im Zusammenhang mit den Bemühungen zur Umsetzung der Pariser Deklaration zu sehen.


Hintergrund: Zahlreiche Staaten haben die Pariser Deklaration (PD) unterzeichnet mit dem Ziel die Entwicklungszusammenarbeit zu harmonisieren und effizienter zu gestalten. Organisationen der Zivilgesellschaft wurden in der PD nur am Rande erwähnt. Mit Ende 2006 wurde von der OECD eine eigene Advisory Group (AG) zu 'Civil Society & Aid Effectiveness eingerichtet' die konkrete Vorschläge in die Konferenz in Accra, (Umsetzungsstand der PD) einbringen wird. Die Aktivitäten der AG werden von der OEZA unterstützt (Projekt 2524-00/2007).


Das vorliegende Projekt ergänzt die Arbeit der AG, mit den Zielen: Definition und Einvernehmen über spezifische Prinzipien der 'Entwicklungs Effektivität' (development effectiveness) der Zivilgesellschaft und zudem Ausarbeitung von Mechanismen der Umsetzung dieser Prinzipien bis 2010. In diesen Prozess sind vorrangig zivilgesellschaftliche Organisationen aus allen Regionen eingebunden, wobei eine enge Koordination mit der AG und in diesem Themenkomplex befassten Intitiativen bzw. Informationsaustausch mit relevanten Donoren stattfindet.


Dieses Projekt umfasst die erste Phase dieses Prozesses (bis Ende 2008), in dem die Grundlagen und Vorgangsweisen erarbeitet werden.

    • EU - Funds of the European Commission
    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
