Overall goal


In Zusammenarbeit mit dem Außenministerium von Burkina Faso soll im November 2007 in Ouagadougou eine besondere Veranstaltung stattfinden. FBM Ursula Plassnik wird gemeinsam mit ihrem Kollegen aus Burkina Faso, M. Djibril Bassolé, eine eintägige Konferenz unter dem Generalthema « Paix et sécurité en Afrique de l¿Ouest ¿ quel rôle pour la ¿stratégie conjointe¿ Union Européenne ¿ Union Africaine? » abhalten.

Dazu sollen Minister aus den 9 CEDEAO Ländern und Experten des CREAF, bzw. Vertreter der regionalen Organisationen eingeladen werden.

Diese Konferenz soll dazu dienen, Empfehlungen für das entsprechende Kapitel der gemeinsamen europäisch-afrikanischen Strategie zu formulieren, die am Lissabonner Gipfel angenommen werden soll.

Die Konferenz ist ein Baustein in der African Peace and Security Architecture (APSA) der Afrikanischen Union, welche eine Vorbedingung dafür ist, dass in Afrika Entwicklung überhaupt stattfindet. Da die Konferenz im Raum der ECOWAS und am Sitz des Friedensobservatoriums der Zone 2 stattfindet, kommt ihr eminente regionale Bedeutung zu.

Durch die Beteiligung des burkinischen Außenministeriums in der Vorbereitung und Durchführung dieser Konferenz, trägt diese dazu bei, die bilateralen Beziehungen zum OEZA-Schwerpunktland Burkina Faso zu vertiefen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
