Overall goal



Die Arbeit mit Süchtigen ist in der Ukraine eine generell neue Erscheinung. Die SozialarbeiterInnen sind in erster Linie Psychologinnen, LehrerInnen und PsychotherapeutInnen. Bis vor kurzem gab es in der Ukraine keine fachliche Ausbildung für SozialarbeiterInnen, was zum Teil große Schwierigkeiten in den verschiedenen Bereichen der praktischen Sozialarbeit zur Folge hatte. Nun gibt es zwar eine Hochschulausbildung für SozialarbeiterInnen, allerdings gibt es in der Betreuungsarbeit Drogenkranker und psychisch auffälliger Kinder ein Defizit in den Möglichkeiten eines Praktikums in gut funktionierenden staatlichen Einrichtungen.


Es ist daher für SozialarbeiterInnen dieser Organisationen schwer, in der Ukraine direkt Vorbilder und Praktiken für ihre Arbeit zu finden. Auch das Team von Nova Simja ist jung und daher ist es äußerst wichtig, eine Fort- und Weiterbildung im praktischen Umgang mit Drogenkranken zu erhalten. Das Team von Nova Simja leistet in Czernowitz und der Region um Czernowitz Pionierarbeit und daher brauchen sie dringend Erfahrungswerte von Institutionen, die auf diesem Gebiet schon längere Zeit tätig sind.


Hauptsächliche Tätigkeitsbereiche des Teams von Nova Simja sind:

¢ Sucht- und Aids-Prävention

¢ Arbeit in Gruppen mit DrogenkonsumentInnen und deren Familienangehörigen

¢ Soziale Integration von Süchtigen

¢ Rechtliche Besserstellung von Drogenabhängigen und HIV/AIDS-PatientInnen

¢ Psychologische Betreuung von Kindern von Drogenabhängigen und/oder HIV-positiven Eltern

¢ Information und Betreuung von Prostituierten

¢ Präventionsarbeit und Betreuung der homosexuellen Szene

¢ Durchführung von HIV-Express-Tests

¢ Information und begleitende Betreuung von ausstiegswilligen Drogensüchtigen

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
