Dieses Projekt basiert auf der Weiterentwicklung des IIKF Projektes "Supporting Peacebuilding Efforts in Sri Lanka" und die sich daraus konstituierende "Sri Lanka-Austria Dialogue Group", welche sich seit 2002 regelmäßig im Rahmen von Dialogseminaren trifft. Das Projekt berücksichtigt die signifikanten Änderungen der Situation in Sri Lanka in den letzten Jahren, speziell die militärische Niederlage der LTTE und die politische Fragmentierung der tamilischen Minderheit in Sri Lanka und der Diaspora. Die sri lankische Regierung zeigt zurzeit keine Bereitschaft, Gespräche mit der tamilischen Minderheit bezüglich interner Selbstbestimmungsrechte zu führen.

Ziel dieses Projektes ist es daher, einen Dialog zwischen VertreterInnen der tamilischen Minderheit und der sri lankischen Regierung zu fazilitieren, der darauf abzielt herauszufinden, wie die tamilische Diaspora zu Wiederaufbau und Entwicklung im Norden des Landes beitragen kann und welcher rechtliche Rahmen dafür gegeben sein muss. Der Dialog auf dieser ökonomisch/rechtlichen Ebene soll als vertrauensbildende Maßnahme genutzt werden und soll indirekt auch dazu beitragen, dass ein politischer Dialog in Zukunft wieder denkbar wird.

Inhaltlich stützt sich die für nach den Parlamentswahlen in Sri Lanka geplante Konferenz auf die Ergebnisse des Dialogseminars zwischen tamilischen Schlüsselpersonen aus Sri Lanka und der Diaspora, welches im Dezember 2009 in Österreich stattgefunden hat. Dabei wurde eine gemeinsame tamilische Position in Bezug auf Wiederaufbau und Entwicklung in Sri Lanka erarbeitet und damit auf tamilischer Seite die Grundlage für einen Dialog mit der sri lankischen Regierung geschaffen.

Das Dialogseminar und die Konferenz werden vom BMeiA, dem Schweizer Außenministerium und der ADA finanziert.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
