Context Analysis in the Province of Sofala and Recommendations for ADC Mid-Term Engagement
Short Description:
Overall goal
Given the current economic situation, the political tensions and recurrent incidents of violence in the four provinces in the central region of Mozambique, including Sofala, ADC seeks a deeper understanding of the political economy links and challenges for its future engagement in Sofala Province. The study is another step in the process of the elaboration of the Austrian country strategy with Mozambique and its outcomes will feed into the design of ADC’s future engagement in Sofala Province.
The puropose of the study is
- To support ADA in understanding of the political economy as well as of the operational context in the Sofala Province in which ADC is working
- To provide a deeper understanding of the possible impact of the given context in Sofala Province on ADC future interventions and
- To provide recommendations for ADC’s future engagement in Sofala Province with specific focus on complementary and/or additional measures, including conflict-sensitive performance (Do No Harm) and by taking into account the recommendations of the study of the potential future ADC engagement in Mozambique, IBA Development, 04/2015
Expected results
The study team/consultancy will provide:
- An inception report (max. 15 pages)
- An overall study report on the findings, lessons learned and recommendations after field visits and stakeholder consultations as well as consultation with ADC headquarters. This
will consist of three parts: · An executive summary (max. 5 pages) in English and Portuguese, outlining the key findings, lessons learned and recommendations · The main report (max. 40 pages) in English, presenting the study findings, lessons learned and recommendations to the senior management of ADC; The annexes, documenting the details of the methodologies, questionnaires, consulted participants etc.
Target group / Beneficiaries
The primary target group of the study are ADC's partners in Mozambique, stakeholders from the governmental and non governmental as well as the private sector on national level and on subnational level in the Province of Sofala. The secondary target group are the stakeholders of the ADC and ther relevant line ministries. Approximately 350 persons will directly benefit from the outcome of the study.

- To provide an external view of ADC’s standing in the Province of Sofala
- To develop recommendations for ADC’s future engagement in Sofala Province with specific focus on complementary and/or additional measures, including conflict-sensitive performance (Do No Harm) and by taking into account the recommendations of the study of the potential future ADC engagement in Mozambique, IBA Development, 04/2015
•?Which elements of the given context in Sofala are likely to challenge the effectiveness and efficiency of future ADC interventions?
•?Which external factors cannot be controlled by future ADC intervention but are crucial for success and therefore constitute a risk? Which thematic areas and / or sectors are particularly subject to risks and possibly undermining future ADC interventions? Which mitigation measures should be taken in this respect?
Context
In 1992 Mozambique became a priority country of the Austrian Development Cooperation (ADC), with the Province of Sofala as Austria’s focus area of intervention.
In the absence of a valid country strategy, Austria’s engagement is based on the Three Years’ Programme on Austrian Development Policy 2016 – 2018 and on the Five Years Plan of the Government of Mozambique 2015 – 20201. Austria’s focus in Mozambique is on agriculture and rural water supply and sanitation, with a planned emphasis on the water-energy-food security nexus.
