Short Description:

Overall goal


UNHCR's overall strategic objective in Libya is to enhance the protection environment and provide life-saving assistance to displaced populations, refugees, asylum-seekers and their host communities.


Expected results


- 15,000 refugees and asylum seekers are supported in Community Day Centers with health services, cash assistance, psychosocial support and non-Food items.

- 9,000 IDPs are supported with cash assistance, non-food items and protection monitoring visits.

- The larger IDP population and host community in Libya benefit from protection advocacy activities and reports.

 


Target group / Beneficiaries


UNHCR's total population of concern in Libya includes currently 372,022 returnees, 179,400 IDPs and 52,739 refugees.

The Austrian contribution could help to reach a total of 15,000 refugees and asylum seekers, 9,000 IDPs as well as hosting communities.

UNHCR both implements directly as well as with international and national NGO partners such as the International Rescue Committee, Danish Refugee Council, ACTED, Danish Church Aid or LibAid.

Activities are being implemented in locations where refugees and migrants are concentrated, security permitting. These include Tripoli, Misrata, Benghazi, Zwara, Nafusa Mountains or Tawergha.

 


Activities


Activities include but are not limited to:

-Managing Community Day Centers in Tripoli and, security conditions permitting, opening additional centers in Misrata or Zwara.

-Monitoring the protection environment for the people of concern across Libya and provide protection case management, country level advocacy and referrals to implementing partners.

-Distribute humanitarian assistance to the most vulnerable households and individuals, including female headed households, the disabled and elderly who are faced with sometimes multiple displacements, price inflation and limited economic opportunities.

 


Context


Ongoing conflict and instability continues to affect hundreds of thousands of people living in unsafe conditions and high risk environments in Libya, with little or no access to health care, essential medicines, food, safe drinking water, shelter or education. A severe protection crisis is under way in Libya with many refugees and asylum seekers facing serious risks to their safety, well-being and basic rights; many are subject to grave human rights violations including forced prostitution, forced labor, arbitrary detention, hostage taking and ransom demands.

The majority of refugees and asylum seekers registered consists of urban populations in Tripoli. Refugee access to UNHCR and services outside of Tripoli is very limited. Thus, there is an urgent need to enhance UNHCR's capacity to reach out to persons of concern, particularly in hard to reach areas, including border/main transit points.

UNHCR’s Supplementary Appeal for the Central Mediterranean Situation for 2018 has identified financial requirements of a total of USD 85 million for UNHCR’s response in Libya.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
