Contribution to Burkina Faso World Food Programme Transitional Interim Country Strategic Plan 2018
The overall objective of the project is to save lives, reduce malnutrition and protect communities’ livelihoods, thus promoting stability and contributing to zero hunger during the lean season in areas affected by climate shock and seasonal stress in Burkina Faso. For this purpose, adequate food and nutritional assistance will be provided to households experiencing food insecurity in Burkina Faso (Integrated Phase Classification, IPC Phase 3 to 4) through in-kind food distributions or cash-based transfers.
The Austrian contribution will support Strategic Outcome 1 of the Burkina Faso transitional Interim Country Strategic Plan: Crisis affected populations, including refugees, IDPs and host communities in targeted areas are able to meet their basic food and nutrition needs during and in the aftermath of a crisis.
The contribution by the Austrian Development Agency will allow the World Food Programme (WFP) to provide food assistance through cash-based transfers to an estimated 21,300 beneficiaries for two months. This assistance will be provided in sufficient quantities and quality, and in secure conditions to poor households experiencing food insecurity during the lean season. In those areas where cash-based transfers are possible due to availability of staple foods on markets, each eligible beneficiary will receive 5,000 CFA francs per month.
This contribution directly supports WFP Strategic Result 1 - Everyone has access to food (SDG Target 2.1).
Target group / Beneficiaries
People falling under IPC Phase 3 and 4 (crisis and emergency) total 954,315 persons and are mainly found in the Sahel (21%), East (18%), and Centre-West (17%) regions. During the 2018 lean season, WFP will provide food and nutritional assistance to people in 10 out of 13 regions affected by food and nutrition insecurity in Burkina Faso.
Strategic partnerships and synergies are crucial in delivering full packages of interventions addressing the needs of targeted beneficiaries in terms of nutrition, water, hygiene, sanitation, health, education, and progressive resilience to shocks. For the implementation of its food assistance, WFP will work closely with the Ministry of Agriculture and the Ministry of Health (the Directorate of Nutrition). WFP already has a long and rich experience of working with These departments in terms of vulnerability analysis, planning, implementation and monitoring and evaluation of food security programs, which provides a solid foundation for this action.
Other synergies include:
- the Global Alliance for Resilience (AGIR) and Resilience in the Sahel Enhanced (RISE) launched by the United States Agency for International Development (USAID). The project aims at protecting the livelihoods of vulnerable communities and involves various partners, among which WFP.
- WFP will also establish synergies with Non-Governmental Organizations that implement activities for local populations in the North and Sahel regions in the following domains: health/nutrition, safety nets, water-hygiene and sanitation, food security, rural development, and preparation to response to crises.
WFP scaled up its interventions during lean season to assist the population in severe food insecurity through food assistance (in-kind food and/or cash-based transfers). The intervention also includes provision of fortified blended food to children aged 6-59 months, pregnant women and girls as well as nursing mothers to the food assistance beneficiaries.
The nutrition needs of targeted populations are different:
- girls and boys aged 6 to 59 months suffering from moderate acute malnutrition (MAM) will be treated with Plumpy’Sup;
- Supercereal Plus will be given to girls and boys aged 6 to 23 months for the prevention of malnutrition;
- Supercereal and oil will be supplied to pregnant and nursing women suffering from moderate malnutrition.
Throughout the period covering food assistance, populations will be sensitized with essential messages focusing on the prevention of malnutrition.
In Burkina Faso, the 2017/18 agro-pastoral campaign has been characterized by inconsistent rains in many areas of the country and a significant decrease of the cereal production compared to the previous campaign and to the five-year average (11.03 and 11.35 percent, respectively). Results of the last Cadre Harmonisé (March 2018), revealed that 14 provinces will be in Phase 2 "under pressure" of the Integrated Phase Classification (IPC) and 8 provinces in Phase 3 "crisis": Oubritenga, Namentenga, Gnagna, Komondjari, Boulkiemde, Kourweogo, Oudalan and Soum. 2,671,867 people will be "under stress" of food insecurity (Phase 2); 864,177 people in food crisis (Phase 3) and 90,138 people in need of emergency food assistance (Phase 4).
