Short Description:

Overall goal


Basic needs in regards to nutrition and water & sanitation of vulnerable people affected by conflict and drought in Burkina Faso are covered.


Expected results


The ICRC aims to achieve the following results per Assistance sub-programme for 2019 and 2020:

• Food consumption of 63,000 people is ensured for up to three months and food production of 88,410 people maintained/increased

• Living conditions improved of 17,500 people

• Income generating activities started by 1,050 people supported by project

• Capacity of community animal-health workers built, benefitting 14,000 people

• Safe potable water provided for 23,680 people

• Food consumption of 1,000 detainees improved

• Living conditions of 3,200 detainees improved

• Safe potable water provided for 1,350 detainees

• Capacity and stocks of medical equipment increased in 18 health centers


Target group / Beneficiaries


With a contribution of EUR 500,000.00 the ICRC will be able to reach the following results for a total of 12,835 people:

• 4,473 vulnerable people, including pregnant and lactating mothers as well as children, have received food and basic household items, such as kitchen equipment, through which their dietary needs are improved

• Access to safe water and sanitation for 8,362 people is established.


With the additional contribution of EUR 1,000,000 the ICRC will be able to reach the following results for a total of 70,500 people:

• Provision of three months’ worth of food rations (in-kind assistance) for up to 9,000 household, which is equivalent to around 63,000 people;

• Living conditions of 1,500 households improved through in-kind/cash distributions, which is equivalent to approximately 7,500 people;


The ICRC implements the program in close collaboration with its Abidjan Regional Delegation, the ICRC Mission in Burkina Faso and the Burkinabé Red Cross Society.

Key target Locations are Ouagadougou, Djibo, and Fada Ngourma


Activities


Activities include:

- Distribute food to up to 63,000 Internally Displaced Persons (IDP) and refugee households

- Distribute therapeutic food (corn soya blend) for treating malnutrition, especially for pregnant and lactating mothers as well as children.

- Increase/Maintain food production of 88,410 people

- Assess potential for CVA in the Burkina Faso context and decide means of distribution based on availability of items on markets and under consideration of logistical and safety/security factors;

- Screen pregnant and lactating mothers on severe and moderate malnutrition and refer them to the health reference centers for treatment.

- Provide up to 1,050 households (7,500 people, prioritizing especially vulnerable households such as female headed) cash to cover basic household items or providing certain basic goods in-kind

- Integrate a pilot in the cash/livelihoods program for behavior change to promote good practices, e.g. kitchen gardening for women groups, to prevent malnutrition and avoid its harmful consequences, as well as negative coping strategies

- Increase capacity and provide stocks of medical equipment to 18 health facilities

- Provide safe potable water to 1,350 detainees


Context


The situation in Burkina Faso remains extremely volatile. Over the past months, several militia groups as well as government forces have continued fighting in the North of the country. The movement and diversity of armed actors is fluid, ranging from militias engaging in skirmishes to individual gunmen conducting terrorist attacks on civilian populations. Operations against groups based in neighboring countries (Mali and Niger), are sometimes conducted with the support of armed forces of France, Mali and/or Niger. Burkina Faso is part of the G5 Sahel Joint Force, a military initiative against armed groups in the wider region.

Violence-affected areas of the north also experience drought and other climate shocks. Some 33,000 Malian refugees remain in UN camps or host communities in the Sahel region of Burkina Faso. COVID-19 has worsened the situation, with logistical and economic challenges pushing more people into poverty and contributing to the already dire nutrition situation. Figures from September 2020 indicate that the number of people in need of food aid has tripled in 2020 and has reached over 3.2 million. Several thousand of them experience a ‘Level 5 Food Catastrophe’, a situation that has not been recorded in the country for ten years.
