Short Description:

Overall goal


The overall goal of the programme is to protect people in line with International Humanitarian Law (IHL), help them cope with effects of conflict as well as provide health care, water, livelihood support and other assistance to communities in Cabo Delgado.


Expected results


The ICRC aims to achieve the following results per assistance sub-programme for the year 2021:

• Food production of 22,500 people is maintained/increased; ;

• Living conditions of 15,000 people are improved;

• Income of 29,050 people has been ensured;

• Safe potable water is provided for 386,000 civilians and 1,350 detainees;

• 13 Health centers and 3 Hospitals have personal protective equipment, medical equipment, other supplies and trained staff.


Target group / Beneficiaries


Target groups of the ICRC appeal under the Assistance section are vulnerable people affected by conflict and drought (i.e. civilians, who do not take party in hostilities including IDPs and refugees). The Austrian contribution of EUR 1m will enable the ICRC to:

• Support the food production of 5,250 people (1,050 households);

• Provide clean and safe drinking water for up to 35,000 people (7,000 households).

Activities


Activities include:

• Give supplies and tools for farming / fishing;

• Install hand pumps, repair / construct water points and water supply systems;

• Build wells at IDP-camps;

• Train members of local water committees to operate and maintain water-supply systems.


Context


The fighting in Mozambique’s Northern Province of Cabo Delgado between security forces and armed groups already began in 2017 and has intensified since then. The conflict is complex and rooted in socio-economic and political discontent pervasive in the region, further exacerbated by the COVID-19 pandemic. Civilians again bear the brunt of the armed violence, many of them being wounded or killed, abducted, forcibly recruited or subjected to sexual violence. Over 80% of health infrastructure in the province has been damaged by the fighting. Many IDPs stay in host-communities or camps, both of which face limited resources and often constitute dire living conditions with high risks of COVID-19 and cholera. Displaced people also struggle to maintain or rebuild their livelihoods. The cyclones that hit the country in 2019 compounded the effects of the damage and destruction caused by the conflict in Cabo Delgado. The ICRC is therefore facing challenges at multiple fronts, as, additionally, violence hampers the delivery of health services and other aid in various sections of the region.
